How to Claim UTAP: Step-by-Step Guide for NTUC Members
Short answer: If you are an NTUC member, you can claim back 50% of the course fee you paid yourself, after SkillsFuture funding and SkillsFuture Credit, through the Union Training Assistance Programme (UTAP). The cap is $250 a year, or $500 a year if you are 40 or above. You claim online with Singpass within 6 months of finishing the course.
What UTAP covers
- How much: 50% of the unfunded course fee, which is what you paid out of pocket after all other subsidies, including SkillsFuture Credit.
- Annual cap: $250 a year for members below 40, and $500 a year for members aged 40 and above. The year is based on when your course starts.
- Which courses: only UTAP-supported courses. NTUC notes that not every course from an approved training provider is supported, so check the course first.
Example from NTUC: if you paid a net course fee of $368, you can claim $184 through UTAP.
Who can claim
- NTUC members who pay full membership fees.
- Your membership must be paid up before the course starts, throughout the course, and when you claim.
- The course must start within its UTAP-supported period.
- You cannot claim if your company or another source fully funds the course.
How to claim UTAP, step by step
- Before you sign up: check that your NTUC membership is paid up (in the MyNTUC app) and that the course is UTAP-supported (on NTUC’s Find a Course page).
- Attend and complete the course: attend at least 75% of the course and sit all the assessments. Keep your invoice or receipt and your certificate or result slip.
- Submit your claim online: go to ntuc.org.sg, click E-services, then Apply here under UTAP. Log in with Singpass, choose Course Fee Claim, enter the nett course fee you paid, and upload your documents. Add your bank details if none are shown or they have changed.
- Get paid: approved claims are paid by GIRO to your bank account, and you get an email when it is done. NTUC says payment should arrive within 4 weeks.
Deadline: submit within 6 months of finishing the course. NTUC rejects late claims. For example, for a course that ended on 2 January, claim by 1 June.
Documents you need
- Proof of payment: your invoice or receipt.
- Proof of completion: your certificate or result slip (or attendance records showing at least 75% attendance).
- If your bank details are missing or have changed: a bank statement or bank book cover page showing your name, bank name and account number.
Files must be PDF, JPEG, JPG or PNG, up to 5MB each. You can check your remaining UTAP balance under E-services, then Membership E-Statement.
