CSOC Training in Singapore: Everything You Need to Know About Construction Safety Certification
Short answer: CSOC is the safety course for workers who do manual work at construction sites in Singapore. Its full name today is the WSQ course Apply Workplace Safety and Health in Construction Sites, which replaced the old Construction Safety Orientation Course. MOM requires migrant workers in the construction industry to complete it before their Work Permit is issued, and to pass it again every 2 or 4 years. The course is 2 days (18 hours), ending with a written test and a practical test.
What is CSOC?
CSOC stands for Construction Safety Orientation Course. MOM’s work-permit-linked safety orientation courses have moved to the WSQ system, and the construction course is now the WSQ competency unit Apply Workplace Safety and Health in Construction Sites (TSC code PIW-ESO-1102-1.1-E). Most people still call it CSOC.
Who needs CSOC?
- Workers who do manual work at building and engineering construction worksites.
- MOM requires migrant workers in the construction industry to complete this course, or the Construction Safety Orientation Course, before their Work Permit is issued.
- MOM also states that a worker’s CSOC must cover the whole period they work here, until they leave Singapore.
Site supervisors need a different course. Our guide CSOC or BCSS: Which Construction Safety Course Do You Need? explains the difference.
What you learn
The course has 4 parts:
- Your roles and responsibilities as an employee in a construction job, including your legal duties and rights.
- Following safe work procedures in a construction job: safety signs, common hazards, risk controls, permit-to-work and personal protective equipment.
- Following safe work-at-height procedures: checking equipment, using a safety harness, scaffold access and ladder safety.
- Responding to fire emergencies: evacuation, types of fire extinguisher and how to use them.
How the CSOC test works
Under the WSH Council’s technical notes for the course:
- Written test: 40 multiple-choice questions in 1 hour, covering legislation, general safety, work at height and well-being. You need at least 60% in each of the four areas.
- Practical test: 1 hour in small groups, in three parts: safe work procedures, work at height, and fire emergency.
- Both are compulsory: you must pass the written test and the practical test.
Learners in English classes who pass receive a WSQ Statement of Attainment. Under the technical notes, every learner who passes is also issued a safety pass.
How long is CSOC valid?
| Time working in the construction industry | Pass CSOC again |
|---|---|
| 6 years or less | Once every 2 years |
| More than 6 years | Once every 4 years |
MOM counts only active employment, not home leave. For example, a worker who has been here for 6 years but took 4 months of home leave has 5 years and 8 months of experience, so renews every 2 years. Experienced workers renew with the CSOC Recertification course.
What if a worker fails?
- MOM states there is no limit on the number of attempts.
- A worker who fails must pass within 3 months of their CSOC expiring, or their Work Permit may be revoked.
- A worker who fails the recertification assessment must first complete the full course and the WSH Microlearning Programme before trying again.
