MSOC in Singapore: Who Needs It and How Often to Renew

Short answer: MSOC, now the WSQ course Apply Workplace Safety and Health in Metal Work, is for manual workers in metalworking factories. Migrant workers who handle metals and machinery in the metalworking industry must complete it before their Work Permit is issued. They must then retake and pass it once every 2 years, or once every 4 years after more than 6 years in the industry.

Who needs MSOC

MOM lists the WSQ course Apply Workplace Safety and Health in Metal Work (formerly the Safety Orientation Course for workers (Metalworking)) under paragraph 2(9) of the Factories (Safety Training Courses) Order, for manual workers carrying out work in a factory in metal-related manufacturing, such as basic metals, fabricated metal products and machinery.

Work Permit rules for migrant workers

MOM’s Work Permit rules for the manufacturing sector state that migrant workers who handle metals and machinery in the metalworking industry must complete the Metalworking Safety Orientation Course (MSOC) or Apply Workplace Safety and Health in Metal Work before their Work Permits can be issued. MOM also states:

  • Register: once the worker has an in-principle approval letter.
  • Complete: within 2 weeks of arriving in Singapore.
  • Pass: within 3 months of arrival, or the Work Permit may be revoked.

How often to renew

MOM requires migrant workers in the metalworking industry to retake and pass the safety course:

  • Up to 6 years in the industry: once every 2 years.
  • More than 6 years in the industry: once every 4 years.

When the Work Permit is renewed, the worker’s safety course certificate must be valid for more than 1 month on the day of renewal. Otherwise, the Work Permit will not be renewed. Plan the retake well before the certificate expires.
