Perform or Manage Work at Height: Which Course Do You Need?
Short answer: WSQ Perform Work at Height is for workers who work at height. WSQ Manage Work at Height is for people who supervise work at height, and for people appointed as authorised managers or work-at-height (WAH) safety assessors under the permit-to-work system.
What counts as work at height
Under the WSH (Work at Heights) Regulations 2013, work at height is work in or on an elevated workplace from which a person could fall from one level to another and be injured by the fall. It becomes hazardous work at height when a person could fall more than 3 metres.
Perform Work at Height: for workers
MOM lists the WSQ course Perform Work-At-Height (formerly the Work-At-Height Course for Workers) under regulation 6 of the WSH (Work at Heights) Regulations, for employees who work at height. The WSH Council describes it as a mandatory training course for all workers performing work at height in construction and other industry sectors.
- What you learn: checking work-at-height equipment before and after use, using fall prevention and fall arrest systems correctly, and self-relief techniques if you are left hanging in a harness.
- At THT Academy: WSQ Perform Work at Height, 1 day (7.5 hours) at Woodlands Spectrum 1. Taught in English, Mandarin, Malay, Tamil, Bengali, Thai, Burmese and Hindi.
Manage Work at Height: for supervisors, authorised managers and WAH safety assessors
MOM lists the WSQ course Manage Work-At-Height (formerly Managing Work-At-Height) under regulations 7 and 20(1) of the WSH (Work at Heights) Regulations for:
- employees who supervise workers carrying out work at height;
- people appointed as competent persons to carry out the duties of an authorised manager under the permit-to-work system for hazardous work at height;
- people appointed as competent persons to carry out the duties of a WAH safety assessor under that system.
- What you learn: WSH laws and codes of practice for work at height, roles and responsibilities, risk assessment and control, fall prevention plans, monitoring work-at-height risks, and responding to a fall emergency.
- At THT Academy: WSQ Manage Work at Height, 2.5 days (20.5 hours) at Woodlands Spectrum 1. Taught in English.
When does the permit-to-work system apply?
Under the regulations, the permit-to-work requirements apply to hazardous work at height carried out at a factory. MOM’s definition of a factory includes construction worksites (premises where building operations or engineering construction work are carried out) and shipyards.
